Former Football League clubs Stockport and Torquay are promoted from step 2 but possible step 1 debutants involved in the playoffs are:
Brackley Town Spennymoor Town Blyth Spartans Chelmsford City Concord Rangers
Bradford Park Avenue, who are also in the playoffs, have been in non-league football since 1970 having previously been in the Football League but haven't played in the Conference since its formation.

Concord are not allowed up due to their ground, some weird playoff match was going on I think? Thanks for the update, I will amend.

Salford into the FL, and Woking are back after 1 season at a lower level, not sure how long it has been since Chorley have been in the Conference, but I'm guessing it's a while?

I thought around the late 80s as well.

I thought around the late 80s as well. I only remembered because Chorley were in the Conference when Shoot magazine started including it in its League Ladders!

Peaks for some of the ex-FL clubs this season but it's not looking like any of the others will achieve a new peak.
Gateshead and Brackley Town are battling for the NLN title. Brackley are the only club in the top 11 that's never played at step 1. In the NLS, Maidstone and Dorking Wanderers are in the title race. Oxford City could go up for the first time through the playoffs.

No new peaks this season for any of the clubs that have never been in the Football League before. Of the ex-League clubs, there were peaks for Stockport (1st) and Southend (13th).
Oldham and Scunthorpe were relegated from League Two and will both play in the National League for the first time next season.
Gateshead won the National League North. The playoff final is between ex-League clubs York and Boston.
Maidstone won the National League South, with the playoff final between Dorking Wanderers and Ebbsfleet, so we could still get someone reaching the 5th tier for the first time.

Oxford City will get a new peak, and then possibly Solihull, Gateshead and Bromley?

Bromley look good for a new peak. Solihull's best is 2nd so no for them. Gateshead would need to finish 2nd, which looks unlikely. The bottom half is very tight so still a small chance for Dorking Wanderers.
