Watford is London not East. So technically we win East . Watford is in Hertfordshire, not a London borough. Whether it qualifies as East (rather than South-East) is a separate issue.

It's based on the government's official regional boundaries, which have been in place since the mid 90s. Hertfordshire is not part of London (although Watford is within the M25, which is regarded by some as the unofficial boundary of London) and comes under the East of England region along with Cambridgeshire, Bedfordshire, Norfolk, Suffolk and Essex.

Don't want to respond to this fantastic list by giving in to my fault-finding side, but I think a couple of these teams are placed (just) outside their correct regions.
Met Police (or Not Police, as they seem to be increasingly known nowadays), are based a very little way outside Greater London, in Surrey (near Hampton Court), unless I'm mistaken - so the South-East.
Welling, though, are very definitely a Greater London team, in the London Borough of Bexley.
(I suppose there is scope for pedantry about whether Gloucester City should be counted in their permanent home, from which they've been flooded out for years, in the South-West, or where they have been playing this season, just outside Evesham, Worcestershire - which I think falls under the West Midlands under this system of regions)

I'd totally forgotten about Gloucester moving so far away but I just don't think it would be right to class them as a West Midlands club. Welling should definitely be London - not sure why my list had them as South East. So with Welling moved on to the London list, they would be at 17 and Oxford City would take 20th place in the South East. Were Gloucester to be classed as a West Midlands club, they would be at 18, with Tiverton Town completing the South West top 20. With Met Police, I placed them in the area they supposedly represent, rather than location of the ground, though it becomes moot with Welling being placed in the correct list, as they finish outside the top 20 for both regions. I would apply the same logic to Sheffield FC, whose ground is actually in Derbyshire.
