Not sure if they'll organise it this way, but they could have the following set-up (in no particular order): Group A: Scotland & Ireland Group B: Denmark & Germany Group C: Azerbaijan & Russia Group D: Netherlands & Belgium Group E: Hungary & Romania Group F: Italy & Spain That would minimise travelling distance for fans and players. However, knowing UEFA, you'd get a team with their first match in Spain, their second in Russia, and their third in Scotland, or something like that. So they did keep it to two cities per group, and there's some geographical consideration involved: Group A: Rome (Italy) and Baku (Azerbaijan) Group B: Saint Petersburg (Russia) and Copenhagen (Denmark) Group C: Amsterdam (Netherlands) and Bucharest (Romania) Group D: London (England) and Glasgow (Scotland) Group E: Bilbao (Spain) and Dublin (Republic of Ireland) Group F: Munich (Germany) and Budapest (Hungary) Incidentally, this means that we're guaranteed to have England and Scotland in the same group, if both qualify (or perhaps more realistically, Spain v Ireland in the group stage).
