I know one particularly twee song won't be on your list... I'll post it at the end of your countdown. I also note that if it reached the UK top 40 on a later occasion you don't count it, thus the instrumental that reached #7 in the UK chart at the start of 1980 won't be there.

12 Dick Dale - Miserlou DNC
The Boston, Massachusetts born "King Of the Surf Guitar", drawing on Middle Eastern music scales and experimenting with reverb. Many credit him with tremolo picking, a technique that is now widely used in many musical genres (such as extreme metal, folk etc.) Working together with Leo Fender, Dale also pushed the limits of electric amplification technology, helping to develop new equipment that was capable of producing thick and previously unheard volumes including the first-ever 100-watt guitar amplifier.
The use of his recording of "Misirlou" by Quentin Tarantino in the film Pulp Fiction led to his return in the 1990s, marked by four albums and world tours.
But many music fans would argue his contribution as a music teacher in the 1980s at the University of Massachusetts Amherst., when he a taught a young Joey Santiago & Charles Thompson (aka Frank Black) (the Pixies) is his greatest contribution to music.

It seems ridiculous now that some of those songs weren't massive hits - especially 'Mad about the boy' and 'Bring it on home to me'.

This song was later covered by Joe Cocker. Although it says 1964, that's the year of the video. The song was from 1962.
The next Ray Charles song reached just #20 in the USA but in my chart surprisingly went all the way to #1, the only time he achieved this.
and then we have my "guilty pleasure" hit from the year... another video from 1964 but the song was also 1962. Yeah, 1962 was a poor year, but this song also reached NM #1 - and stayed there 5 weeks! The above Ray Charles song eventually replaced it at #1. (
His "dad" song though is dreadful.. and that peaked at #6 in the USA, compared to #17 for this song.
or the full version but only with pictures:

There have been a few in this thread that were For My Consideration for a sixties contest... 15 Bobby Lewis - Tossin' & Turnin' USA #1 It reached #17 in Australia, but did nothing in the UK
I'm quite partial to the Dave Davani Four cover, which did make the Melody Maker chart.
Davani did the first TOTP theme but did not have a hit with it. This was a rare outing for his vocals.
