Question is can this recover in the short term, perhaps in time for the next Ashes series next year and if so, what?
You'd think some changes in coaching is expected and perhaps some changes in personnel but other than that, I'm fearing this could be norm in the next couple of years.

The women's Ashes is underway, using the multi-format format used in recent series, starting with a T20. England put on 82 for the 1st wicket - bigger than any opening partnership in the men's Ashes.

The Women's World Cup is underway in New Zealand. Holders England lost narrowly to Australia in their first game, falling 12 runs short when chasing a record 311 to win. Their second game against the West Indies gets underway shortly.
Meanwhile, the men's test series in the West Indies began this afternoon. Unfortunately, England are still absolute pony, though Jonny Bairstow has rescued them from a terrible position with a century. England were 48-4 but are now 268-6, with Bairstow helped by decent knocks from Stokes, Foakes and Woakes.

The 1st Test against the West Indies ends in a draw with some positives for England. After the poor start, England recovered and posted two 300+ scores with three players scoring centuries. They even had a chance of victory on the final day, taking four quick wickets, before the Windies shut up shop and saw the rest of the game out.
At the Women's World Cup, England suffered a second narrow defeat against the West Indies and face a must win game against South Africa on Monday.

England women keep their World Cup hopes alive with victory over India. They won by 4 wickets, having bowled India out for just 134.
England men have started well in the 2nd test against the West Indies, finishing the first day on 244-3. Joe Root made an unbeaten century, though Dan Lawrence will be kicking himself after getting out for 91 to the penultimate ball of the day. Bowlers Saqib Mahmood and Matthew Fisher are making their test debuts for England, in place of the injured Mark Wood and the unwell Craig Overton.

The 2nd test is heading towards another draw with the batters continuing to dominate in Barbados. Centuries from Brathwaite and Blackwood took the West Indies to 288-4, in reply to England's 507-9 declared, during which Ben Stokes added a century to Root's on the first day.

England eventually bowled the Windies out for 411 - a 1st innings lead of 96, and reached 40-0 at the close to take a 136-run lead into the final day. England will probably bat all morning and possibly into the afternoon before declaring and giving themselves a tiny chance of victory. Taking 10 wickets in a session and a half looks highly unlikely though, considering only 19 have fallen in the first 4 days.

The 2nd test ended in a similar way to the 1st, with England taking wickets on the final day but running out of time in the end. England declared at lunch, setting the West Indies 282 and giving themselves just over 60 overs to take 10 wickets. They managed 5 a draw was always the most likely result. It all comes down to the final test in Grenada, where hopefully the teams will be playing on a pitch more capable of producing a result.
At the Women's World Cup, England remain in contention after a narrow win over New Zealand, which saw them chase down 204 with just one wicket remaining. Wins over Pakistan and Bangladesh would probably be enough to see England through to the semi-finals.

Meanwhile, England's women are one win away from the semi-finals of the World Cup after a thumping 9-wicket win over Pakistan. Victory over Bangladesh in their final game would guarantee a top 4 finish in the group.

Just reading England captain Joe Root on BT Sport comments after that abject 10 wicket surrender highlights all concerned within the England Test set up currently reside in a River in Egypt ... all whilst rooted firmly to the bottom of the World Test Championship, and with a large number of issues that have to be confronted and resolved.

To be fair, there's a lack of experienced players performing well and consistently at a high level so Ben Stokes was the obvious choice.
The captain going to have a tough job regardless to get a result of some kind this year with a team low on morale.

Stokes is the only choice right now though I'm not confident it will be a success.
That said, I like the moves Rob Key has made so far as England's managing director, starting with advertising for separate Test and white ball head coaches.

A new era beginning for the England men's team. Brendon McCullum was announced has head coach of the test team last week and today Matthew Mott has been announced as head coach for the limited overs sides. Mott was previously the coach of Australia's dominant women's team.
The squad for the 1st test against New Zealand has been announced today. Anderson and Broad return and there are first call-ups for Harry Brook and Matty Potts. Ollie Robinson and Dan Lawrence are injured and there's no place for spinner Matt Parkinson.
