I mean, why wasn't The Blower's Daughter by Damien Rice nominated for an Oscar??
It is included in the soundtrack for CLOSER, which got 2 nominations (Clive Owen & Natalie Portman). In fact, I've never seen a better use of a song in a movie, the timing is just perfect. You can hear The Blower's Daughter at the 1st scene of the film when Jude Law meets Natalie Portman in the streets of London, he sees her and can't stop looking at her... The lines "I can't get my eyes off of you" are perfect for this scene...
So why wasn't he nominated??

Do the songs have to be specifically written for the film though?
If so, Damien Rice's definitely wasn't.

Yes, they must be specifically written for the soundtrack and the song must appear sometime during the movie. I think Believe (Josh Groban) was played over the closing credits, which is what many of the big name songs do in order to get a nomination. I like Believe but I think the songs nominated should be an integral part of the movie, like The Blower's Daughter is.

Because the Oscars do not reward greatness. Never have done so why start now. I remember the divine Aimee Mann's 'Save Me' losing to Phil Collins Although Eminem's 'Lose Yourself' was good. Twas hilarious hearing the orchestra play it as if it was the usual MOR rubbish that wins it. ;D

Aimee Mann lost to Phil Collins?!!! , and for good measure. The Magnolia soundtrack is my favourite ever.
