And why the hell did people vote Grace back in when it was the biggest hate campaign in BB history to get someone out? Not only that, she committed an act of violence against another housemate so should not be allowed to return - full stop.

Furious fans are demanding their money back after voting people out — and Channel 4 could be forced to pay back £3MILLION. ICSTIS confirmed last night it was considering demanding refunds for ALL voters who feel cheated. A spokesman said: “We’re taking these complaints seriously. We’re looking at each one and we are in discussions with the service providers about resolving the complaints quickly. One way of doing that is to speak to the service providers about refunds to complainants.” To claim a refund, disgruntled callers would simply need to show a phone bill to prove they had voted, added ICSTIS. The watchdog would order service providers iTouch and Minick, which handle the phone lines and text votes, to issue the refunds. Those firms would then seek a reimbursement from Channel 4 and programme-makers Endemol. The refund claims could affect EVERY vote cast for the ten evictions — estimated at 6million. With each vote costing 50p, Channel 4 could face refunds of up to £3million — most of the £5million they would make from phone lines. The move would hit charities Shelter and Teenage Cancer Trust, who get 10p from every normal vote. Channel 4 and Endemol pocket around 26p from each normal eviction call — with the rest going on costs and VAT. The Sun told yesterday how fans reacted with fury to the latest twist, which could see BB favourite Nikki return. Some 2,000 people have contacted Ofcom to complain, while a further 520 rang Channel 4 and 160 contacted ICSTIS. Last Friday, viewers were asked to vote to put four former housemates into a secret house. Profits from this vote, about 36p per call, go to charity. This Friday, the current BB housemates will pick one of the quartet to join them in the main house. A spokesman for Channel 4 said: “We will co-operate with any ICSTIS investigation — but viewers know to expect the unexpected.” Jade Goody who shot to fame in BB four years ago, said: “All those poor people who have called in to get housemates booted out must be thinking, ‘My phone bill’. I’m not surprised there have been some complaints.”

Although I can't get a refund as I don't have an itemised phone bill. Plus I don't know how they can check SMS voting.

Same here. I'm thinking that if mass refunds have to be made then there will be other ways than submitting an itemised phone bill. Lets see how it develops.

I've just been told (don't know if it's true), following over 100 complaints to the police alleging fraud and deception, Scotland Yard's fraud team are going to investigate the whole situation with a view to criminal charges being applied. Part of me thinks 'that would never happen' yet part of me thinks it quite possibly could, judging by how riled up people have gotten.
Actually, the reaction to this twist has been the most entertaining thing for the entire duration of this year's BB. With the possible exception of "Get Grace Out, Get Grace Out!"

The police do like to get involved, anyone remember pete's coat last year? And of course the big fight, they wanted to press assault charges? Seriously, I think they could get endemol/c4 done for fraud, because at no point did they say old evicted housemates could go back in AND win the money, it's alright saying BB can change the rules at any time, but fraud and deception cannot be swept away with that statement.

A statement from ICSTIS, the premium rate services regulator
ICSTIS has received almost 2,500 complaints to date about the premium rate Big Brother voting service since it was announced that contestants who had previously been evicted were being given the chance to return to the house and potentially win the cash prize. 2,000 of these complaints are being referred to ICSTIS by Ofcom.
The majority of the complainants believe that they have been misled as they were under the impression that they had voted to evict the contestants permanently.
ICSTIS regulates premium rate service providers – defined under ICSTIS’ Code of Practice as “…any person engaged in the provision of premium rate services who contracts with, or enters into arrangements with, a network operator for facilities enabling the provision of premium rate services…”.
Channel 4 and Endemol are not the service providers in this case. The service providers are Minick Ltd and ITouch UK, both based in London. Minick Ltd is providing the mobile shortcode text vote option and ITouch UK is providing the 090 numbers for telephone voting.
ICSTIS is currently considering all of the complaints received. At the same time, ICSTIS has been working closely with Minick Ltd, ITouch UK and Channel 4 to discuss a potential resolution. ICSTIS is urging all of the parties involved to continue working towards a speedy resolution. However, ICSTIS is reviewing the situation on an hourly basis and reserves the right to conduct a full, formal investigation.
ICSTIS will not be conducting further media interviews at this stage as there is nothing to add to the statement.

I read somewhere (think it was the sun) that if the money spent on phone votes is to be refunded, then the charities that get 10p per call will lose out on their money.
I think Channel 4 should have to pay the charities the amount of money they should be getting, AND give full refunded to the voters.

humm, maybe, or bullshitting us. No it is basically saying we suggest that Channel 4 come up with a solution to rectify the situation or we'll do a full and thorough investigation! This is VERY serious! There's definetely going to be some back tracking. Best would be for all profits from eviction votes this series going to charity. And the new arrival into the main house not eligible to win.
