She could certainly be described as on old fashioned, small l liberal on economic issues but on social issues she was very illiberal. Section 28 is possibly the most spiteful and hate-fuelled pieces of legislation of my lifetime. She also banned Sinn Fein from the airwaves and restricted the right to demonstrate.

She had a gay PPS for years and didn't want Parkinson to resign from the Cabinet for his peccadilloes. Section 28 was an attack on local councils rather than homosexuality. Had the GLC not spent £1.5m on homosexual groups I doubt it would have even been raised.
I think it fairer to say she was liberal on personal issues, illiberal on spending on them...
