Most of the people who vote are teens who only vote for who's popular right now, there was a similar vote with the world's best ever boy band and One Direction won so it just goes to show these votes mean absolutely nothing.

With regards "best musician" that could be interpreted as the person who was able to master musical instruments best and play them really well (which could include vocals) or it could mean the greatest composers of all time.
And would the greatest musician be one who was able to master lots of different musical instruments or just be the most expert in their own one?
I would not classify a lyricist as a "musician", as such, although obviously lyrics are a very important part of any musical work.
Stage presence in performing could even be considered a "category" in musicianship.
I guess we could have votes on different categories of greatest musicians and composers and lyricists, and possibly in different time periods. Either way, Justin Bieber would not win in any category, or even be a good nominee.
With regards modern, i.e. within the pop/rock era rather than classical, I would say Freddie Mercury might qualify in several different categories.
