I've got a question. Can small businesses like local shops or cafes play Spotify music? If not, how can somebody stop them from doing it? If yes, than they're probably playing hit playlists non-stop, and that may affect the charts a lot. What do you know about it, guys?

It is illegal to play music via Spotify in public.
If caught the business would be heavily fined

Most shops/pubs in UK use a kind of mock radio station that just pumps music to them and then they slip in ads and announcements. I know a lot of pubs used personal ipods as well but they tend to use mp3s they have downloaded not sure if they use Spotify but it would be pretty easy to get away with for small pubs. They need to pay PRS to do this though in all cases.

hmm... I'm really curious how it happens in real life. Somebody just shuts down laptop/locks smartphone, and that's it, no evidence, nothing.

Yeh but they are like restaurant critics, you might not know there is one in your premises. Basically they will go past premises that could have music and if they are not registered they will try and catch them playing music and if they do, they have to stop playing music, join PRS or be fined a lot!
Then even if you are registered they will make random secret visits to make sure you aren't breaking any rules.

Still have questions though! How do they prove it's Spotify playing and not an owners' compilation? Can you play the album you purchased (NOW compilation for example)? Can you play a hit radio station in the cafe/shop? What is the cheapest way to play hits in the cafe/shop?
