Either because of the topic of the song or they evoke memories of some kind. Here's a few for me straight off:

This one is incredibly sad, especially so coming from a group/artist known for comedy songs.

They played my mates favourite song Any Dream Will Do by Jason Donovan at his funeral probably the only time i broke down in tears. Every time i hear that song i always think of him.

I love 'Brothers In Arms' but can't listen to it all the way through without feeling awful as it was my dad's favourite. Seconded 'Luka'! I loved it as a kid but only when I was older did I realise what it was about Also more or less the entire Les Mis soundtrack, because I'm a total sap.

Does anyone remember a BBC show in the 80s on the early evening slot where they played songs from the 50s - 70s, but because they didn’t have a proper music video, they made one for the show? There was one where they made a video to Acker Bilk about a dog being lost on a beach - and since then I can’t listen to Stranger On The Shore without welling up. Luckily it doesn’t come up too often.
Oh, and Bright Eyes.
And the John Lewis advert songs because they make me homesick.

For A Friend generally brings tears to my eyes as well. Such an emotional song.

Without listing fairly obvious ones which would probably feature in any list on this subject you could google .... Then here are three fairly obscure songs that have an impact on me:
Sufjan Stevens – Casimir Pulaski Day
Judee Sill - The Kiss
Nick Drake - Fruit Tree

More like which ones don't? I love sad songs. These two in particular came to mind when I saw the thread title.

OT: one of the best videos on that programme was for this Manfred Mann hit - a genuinely brilliant video showing how a low budget need not stifle creativity.
The Golden Oldie Picture Show was also a brilliant programme - a great insight into past music that was otherwise not readily available. Plus the song choices were not always obvious (such as the above).
Back on topic: this is the most melancholic song I've heard...
...it's the sound of the most beautiful girl in the world drifting away into oblivion as I'm desperately trying to bring her back.

Too many songs to name... Maybe not cry, but a makes me feel a bit melancholic. This one makes me cry most of the time, reminds me of my mother
