Not anytime soon. From last October:
Torchwood remains in limbo, admits Russell T Davies, although the axe hasn't swung on the show.
In an interview with Graham Norton, he's given a Torchwood update.
Davies moved to the US to make Torchwood: Miracle Day, a show that did decent ratings, but got a mixed response. Personal issues have meant Davies lives back in the UK now, and he admitted to Norton that it's left the show in "limbo".
"I would have carried on if circumstances hadn't brought me back to this country", he admitted. "I'm not working on it at the moment. When I get back to work one day I don't know if it'll be old news to the BBC then".
He affirmed that the show hadn't been cancelled, and said it's one of "those shows can come back in ten or 20 years time". However, Torchwood appears to be on nobody's immediate agenda at the moment.

I would love to see it back but only if it was along the lines of the early series. Miracle Day left me cold and it worked so much better with a separate storyline each week

The last series was too americanized for me, I guess that's why the series is in limbo, as most British fans didn't take to the last series. As far as I know there isn't any plans for a new series yet.
Which says a lot for the new Primeval series, when the same company Starz bought the rights to Primeval the original series to turn it into a American show which is hardly a patch on the original series. Torchwood and the new series of Primeval are under the same production team.

I loved all the seasons of Torchwood and did wonder what just Jack & Gwen would do after they killed off Ianto. It took me a while to get into this american version of Miracle Day and for a while wasnt going anywhere but once all the pieces starting coming together it all made sense however the ending was pretty naff when Rex was revealed not to be dead at all and came back to life just like Jack. Where they go from there i wouldnt know. Captain Jack Harkness though i would like to see pop up again in Dr Who.
