And there I see a lot of fun novelty hits, but I am more surprised that "I just called to say I love you" isn't on the list, or maybe you just forgot it.
Some of that list I like. And there are various others I find awful that are not on your list.
However, much of the time I agree with your selection.

Many from those would in my Top 100 all-time # 1s and the one entry have a very good chances for win. Almost nothing from my least favourites list.

really don't get your obsession with madonna's american pie being bad, it's not, same for All Saints
don't get the hate for the Billie songs either, thats your regular pure bubblegum pop but not that bad, Bwitched was worst
on top of my head the Glen Medeiros #1 from 88 is one of the worst #1s ever

KIller, 3AM Eternal, Firestarter, Killing Me Sofly and Breathe are definitely amongst my favourite singles of the 90s!
Regarding the list I posted, please bear in mind that these are 98 songs from 1952 - 2000. I need to end up with 50 from 1952 - 2017 so well over half of the ones I’ve mentioned won’t make the final list.
If anyone wants to mount a passionate defence of why something I’ve mentioned doesn’t deserve to be called one of the worst number ones ever please do, it’ll help me decide. Equally if there’s anything you feel I’ve overlooked just say what and why. Thanks!

I can go the opposite on one song. Lita Roza hated "Doggie" so much she refused to do more than one take.
I will defend:
Winifred Atwell - for being the only female solo instrumentalist to have a no. 1 single. Plus her shtick was imaginative. She'd play a classical piece on an expensive grand, then bash out ragtime on an old upright rescued from a Shoreditch dump;
Middle Of The Road - they were never meant to be anything more than lightweight froth, and CCCC is an earworm of which most songwriters would be proud. Plus it was very of its time, trying to keep the upbeat bubblegum pop of the late sixties alive as the seventies grew darker;
Benny Hill - lyrically inspired. How many other hit singles have ever used the words "concrete-hardened" (even Unit 4+2 eschewed that one) or "pasteurized"? It is, in fact, a brilliant single;
Lieutenant Pigeon - I rate this as the single most leftfield no. 1 single ever, and one of the greatest of all time. Music hall stomp with Hilda stepping in at the last minute because the scheduled pianist forgot to turn up. It is one of those singles that makes you proud that the British people could forget what is meant to be cool and go for something so extraordinary;
Davies & Estelle - because of Don's beautiful, pure tenor voice. He'd been shlepping away for years before getting his one big break;
Renee & Renato - one of the smallest labels ever to score a no. 1 hit, plus I don't think anyone ever enjoyed one hit wonderdom as much as Renato Pagliari. Never took himself seriously and was happy to be an ironic pleasure;
The Firm - because it was great fun, plus I predicted it as a no. 1 (when at school) before it was even in the charts. And again for being so out there;
Chef - because Isaac Hayes deserved a no. 1. Plus it allowed "put my balls in your mouth" to be played on mainstream telly.

This is only a few of the ones I like that you listed, but these are the ones that I genuinely can't see why they would be listed at all. I think they are all classics, and better than any #1 of recent years.

I want to save these acts from the worst list. ESC winners (Dana, Logan, Brotherhood of Man) Peters & Lee, Renee & Renato, Aneka, Somethin' Stupid, New Seekers, Kylie (Tears)
You reach the millenium, so will be ready for many awful #1s.

Ok, here's to defend some of there: (I wholeheartedly agree with quite a lot of the others, but would plead to save at least some of these) Middle Of The Road Chirpy Chirpy Cheep Cheep This is genius, warm-hearted, frivolous, intensely good fun. C'mon this is pure unpretentious entertainmnent. If you don't know it check out the early 90s update/tribute "Middle Of The Road" by Denim. Benny Hill Ernie (The Fastest Milkman In The West) Just for the lines : "Do you want it pastuerised, cos pastuerised is best. She said Ernie, I'll be happy if it comes up past me chest". A lost world. Of banal smut and sexual repression. And gold top on the doorstop. In colour. Or possibly black and white.
Lieutenant Pigeon Mouldy Old Dough Eccentric, challenging, out there. Am almost inclined to say the My Bloody Valentine of its day. Gilbert O'Sullivan Clair I have a soft spot for G O'S. No way would I say this is his best song, or even his best big hit single (Alone Again wins that easily). It's a kind of touching and cute song. Windsor Davies & Don Estelle Whispering Grass Again, an image of a lost world. "It Ain't Arf Hot Mum" an that. And whatever else, Don Estelle can sing like a lark.The Wurzels Combine Harvester (Brand New Key) So ridiculous it gets away with it. Again check the concealed smut in the lyrics. Proper Humphrey Lyttleton on ISIHAC stuff. Characterful and eccentric, anyway. Not just something churned out without charm.Charlene I've Never Been To Me I really REALLY adore this. One of the earliest singles I bought (or had bought for me) as a kid. A song with a story. A heartfelt portrait of a woman of character and experience and regret. Especially the version with the spoken word interlude, Deeply conservative, for sure. But - real life. Also had a cracker of a track on the B-side , "Somewhere In My Life" (on youtube somewhere) which makes me wonder why she had no more hits. Plus (irrelevant to the musical quality_ she was working in the newsagent/tobacconist next to the railway station near where I grew up when this track was rediscovered six years after it had first been released.Spitting Image The Chicken Song Don't particularly like this, but it's really characteristic of a time and place, and superior to the (eg Black Lace) records it parodis. Cleverly done? Of course. Snide. Yeah. But there have been much worse.Kylie Minogue Tears On My Pillow Cute. Sad. Simple. UnfussyBillie Because We Want To Hardly an all-time classic, but I'd say that in places it has the freshness and vitality of that brilliant new pop of 1981/82.Chef Chocolate Salty Balls Funny! Also smart. Also, ISAAC HAYES. At no 1. In the UK.The Vengaboys Boom Boom Boom Boom I'd put this in the "so bad it's good" category. Both the lyrics and the beat are preposterous. Which is its saving grace.

I definitely think Middle of the Road are off the list. Star Trekkin’, Combine Harvester and Ernie probably don’t belong here either. They are all exactly what their makers intended them to be, which excuses them in a way.
I can’t believe people are defending I’ve Never Been To Me though. It sounds like a one woman attempt to set women’s lib back by 80 years. “Hey lay, hey lady, I’ve done all this exciting stuff but I feel no better off so you stay at home with your husband and kids, be grateful for what little you have and don’t get any ideas about a better life in your silly little head”.
What exactly is a woman not supposed to see, anyway? Football matches? Top Gear? Penises?

What exactly is a woman not supposed to see, anyway? Football matches? Top Gear? Penises? It might just be me defending it. Not the first time I've been in this situation.... I took it as being pretty extreme stuff - she [or the character portrayed in the song] has obviously lived the live of an adventurer. I thought: murder, assassination, warfare....

I don't understand the All Saints dislike either. it was inevitable in the late 90s market they were going to do a cover - they just chose wisely. It certainly worked at the time.

I've never been to me would easily be in my top 30 songs ever released.
One day in your life would probably not be far off either. It's actually my favourite Jacko song too.

I would be inclined to include Madonna's American Pie. It's a terrible version of a classic song. I'm no fan of Madonna but this is one of her low points.
I would exclude The Chicken Song because it wasn't actually meant to be a musical masterpiece. Surely the whole point is that it was meant to be a bit sh*t.
Donny Osmond's version of Young Love certainly deserves a place on the short list as an insipid cover that sold simply because of the singer. That then leads on to the cash-in that was brother Jimmy.
I agree that Mouldy Old Dough doesn't deserve to be included. OK, so it was decidedly weird but surely that's the point. It wasn't by somebody attempting to exploit their fame in another field (Telly Savalas, Robson & Jerome). It was just something totally weird that seemingly came from nowhere to be a big hit.

Oh yes, Elvis. I think Wooden Heart is a decent song which uses Elvis's voice well. OTOH Way Down was deservedly not performing very well until he died. It is a classic example of a number one that probably wouldn't happen in the download and streaming era.
