They will be the 36th of UEFA's 55 members to play at a major tournament. This total includes Israel, who played in the Asian Cup four times and qualified for the 1970 World Cup but haven't qualified for a tournament since becoming members of UEFA. We are guaranteed another first time qualifier through the playoffs.

With one game to go, the tournament picture is starting to become clearer. We know 16 of the 20 qualifiers, and no further sides will be eliminated until the playoffs in March.
Six hosts have qualified; interestingly, all in different groups. Only one host (Azerbaijan) has been eliminated, with two (Scotland and Romania) in the playoffs. The remaining three will either qualify directly or be in the playoffs, with Ireland hosting Denmark in a must win game on Monday.
Assuming Switzerland beat Gibraltar, one of Ireland and Denmark will be in the playoffs, meaning that if Wales beat Hungary, UEFA will have something of a headache: four hosts will be in the playoffs, and they may want to put them in different paths to "give host teams a fair chance to qualify", but the teams from the league D playoffs aren't supposed to be moved from that path, as they all won their nations league groups. This could see one of Scotland, Hungary and Romania given an easier ride to the finals by swapping places with Belarus.

Didn't Mike Bassett's England team qualify for a tournament because some other team failed to beat Luxembourg?

Group D (tonight): - Switzerland will qualify if they avoid defeat at Gibraltar. Assuming this happens, Denmark will need a point in Dublin to qualify; Ireland need a win whatever happens. - If Switzerland lose, then an Irish win would see Switzerland drop into the play-offs. If Switzerland draw and Ireland win, then it'll come down to head-to-head goal difference, with all three teams tied on 5 points. Ireland would need to win by two goals to overhaul Denmark in this scenario.
Group E (tomorrow): - Wales v Hungary is the crucial match. The winner of this game will qualify automatically. If it's a draw, then Slovakia can overtake them both by beating Azerbaijan.
Since seeding is determined entirely by qualifying group performance, and so many host countries are in fixed groups, we could know the first group clashes by tomorrow night. If Denmark qualify, they'll have a group stage match against Russia.
Pot 1 will* include England, Belgium, Italy and Ukraine, plus (barring unlikely-even-for-internationals goal difference swings), two of France, Germany and Spain. If Germany and Spain both win, then France will drop into pot 2. Ukraine and Belgium will be the only non-host seeds, with only Group B (Russia) and Group C (the Netherlands) available. Since Ukraine and Russia can't be drawn together due to the ongoing fallout of Russia stealing some Ukrainian territory, Ukraine would play the Netherlands, with Belgium "drawn" against Russia. Maybe they'll have an actual draw with a single kinder-egg ball sitting in one of those glass bowls.
* - UEFA might also need to mess with the seeding pots. If Denmark win, they'll end up in pot 2 with Russia, but both are going to be in the same group. Presumably UEFA would shift one of them into pot 1 and bump down a non-host nation (Belgium or Ukraine).
