From memory -
I'd go for either
PJ Harvey 'Down by the Water' - song about killing a daughter over a chilling string background.
or
Portishead 'All Mine' - a warped James Bond theme with howling vocals from Beth Gibbons.
Anything else anyone knows that really freaked them out?
(Sorry I know it's a bit too late for Halloween.

Oh I haven't heard those (never been a big Smiths fan ) but might check them out. The Cure's Lullaby (especially with the video) was pretty scary back in 1989.

Scariest? LOL! OK, i would go for All Mine too, very haunting track. Metallica "One" plus the video has always freaked me out a bit as well!

Winx "Don't Laugh" is a bit freaky! Also, Orbital "Satan.
But the artist who MUST win the award is: APHEX TWIN
Either "Windowlicker" or "Come To Daddy" both excellent tunes, but you don't get any weider or scarier than the white demon screaming into the face of the old lady in the "Come to Daddy" vid!

Death In Vegas - Aisha is worth a mention, too. And it went top 10! Certainly a scary video.
I would've said Dirge as well but it was remixed for the single release and wasn't as scary as the album version.

It's got to be Windowlicker by Aphex Twin, especially if you are factoring in videos
I always found Brainbug's Nightmare a bit creepy as well
