"Kites" was my Christmas #1 of 1967. Adding in the extra points from 1968 would move it up to #2 in either year.
I have one week of 1969 ready, I have I think 5 or 6 weeks on a playlist waiting to be scored up and 4 weeks on my current playlist. When I hit the "gap" I will be up to 15 March. But I haven't yet compiled any charts of 1969 so I don't know the end of Marmalade or Gun's runs yet.

Glad to see Mary Hopkin at # 1. Almost every her single was # 1 in my chart. I have Lulu with "I'm A Tiger" as the last # 1 in 1968.
Beatles already got 14th number ones here, possibly only Madonna has more #1s in my retrospective.

I was quite surprised "What A Wonderful World" didn't do better than #73 of the year. That it came out the same week as Dock Of The Bay explains why it wasn't a #1 but still I'd expect it higher.

Ballad Of Bonnie And Clyde - Georgie Fame. Peaked at #5 in the chart on the last two weeks of 1967, fell to #6 on the first week of 1968.

Elenore by the Turtles is the highest placed single of the year that did not reach #1.
Macarthur Park is the longest single of the 1960s to reach #1. Hey Jude is only the 4th longest, but was the longest in the UK chart.

10 Delilah - Tom Jones 9 Sky Pilot - Eric Burdon And The Animals 8 Lazy Sunday - Small Faces 7 Mrs Robinson - Simon & Garfunkel
Four classic songs, 3 of which I knew well going into this, the other was a surprise hidden gem for me. For Tom Jones and the Small Faces it was a second #1 each, for Simon & Garfunkel, their first after peaking at #2 with their first two hits and then #3 with "I Am A Rock". It was the 3rd #1 for the Animals but the first to be credted as Eric Burden & The Animals, and it wasn't a song I was familiar with but is an epic song, just a few seconds shorter than Macarthur Park.

The ordering is strictly based on a points system which generally leads to something reasonably correct, but doesn't reflect the fact that some points of the year were stronger than others, and immediate hits are often more penalized too.
6 My Name Is Jack - Manfred Mann 5 Those Were The Days - Mary Hopkin 4 Congratulations - Cliff Richard
"My Name Is Jack" replaced Jumpin' Jack Flash at #1 so two consecutive hits with the name "Jack" in the title. It reached #1 in July and stayed on top for 4 weeks.
"Those Were The Days" came in a far more competitive part of the year near the end, and only managed 2 weeks at #1 but clearly had a longer chart run.
"Congratulations" beat off two major songs to get to #1, "Captain Of Your Ship" peaking at #2 behind it and "Lady Madonna" at #3 behind both of those. Of course it was unlucky to finish only 2nd in Eurovision, something Mary Hopkin herself would experience two years later.

3. Born To Be Wild - Steppenwolf
A rock classic. The video says 1969 and it was a hit in the UK that year (peaking at #30) but was a hit in the USA in 1968 (peaking at #2). The band are from Canda (in spite of what editions of British Hit Singles said), and they have had other this (notably Magic Carpet Ride) although none of them as big as this one.

2. Nights In White Satin - The Moody Blues
Another classic, written by new member Justin Hayward (and he sings lead vocals on it), which is why it sounds like nothing they had done previously.
A case of Troggs Syndrome, one thinks, regarding the UK chart.
This spent one week in the chart in 1967 at #4, but the extra points from that week are not enough to push it up to #1. This song was #1 for the first 5 weeks of 1968.

And of course the number one of the year:
Having completed this countdown now, it was based as usual on points during the weeks.
However whilst Eloise is possibly correctly placed at #1, there were two other totally epic songs which both reached #1, albeit they both spent only one week in that position, and they are probably the best other two songs of the year, namely "Sky Pilot" and "Macarthur Park", particularly the former of those. "Sky Pilot" was a new discovery for me, and it is very hard for new discovery songs to do that well on here, in particular it is hard for one to get to #1. It did spend a lot of other weeks at #2 which is how it got even as high as #9 on the list.
These 3 epic songs have really raised the standard now, and with other classic rock, and much else, I will now say that 1968 was musically the best year of the 1960s.
Given the first 3 months of 1969 so far, and what else I know of from that year, I would be very surprised if it doesn't stay that way.
