Be Here Now by Oasis constitutes the biggest ever drop in quality from one album to the next that I can think of
It was definitely a drop in quality, even though I do quite like 'Be Here Now'.
2 of the biggest disappointments ever for me were the second albums by Terence Trent D'Arby & Alanis Morissette, as their debuts are amongst my favourite albums ever and I remember looking forward so much to both follow-ups, only to play them and thinking "What the hell is this?"

For me : Madonna - Ray of Light (I heard this album after her classic first four and greatest hits compilation) Britney Spears - Blackout Katy Perry - Witness Marina and the Diamonds - Froot Steps - Tears On The Dancefloor
I guess that's more about you being not into it or it not living up to the hype for you. It can hardly be called disappointing when Primal Scream had a very low bar at that time 'Sonic Flower Groove' was alright but 'Primal Scream' was awful. I think 99% of people who have heard 'Screamadelica' think its at least very well done.
Definitely the Stone Roses' "Second Coming". So very, very, very much not worth the long wait.
Depeche Mode's "Ultra" and "Exciter" I both found underwhelming at the time. To some extent they've both grown on me since, but not by much. Of their more recent albums, "Delta Machine" still feels something of a let-down.
Billy Bragg's "William Bloke" was an immense drop in quality compared with at least three of his previous albums.
I don't know if this will be a popular opinion but, other than a couple of tracks I really don't get the appeal and I did actually quite like the first album. I haven't bothered with the new one at all.
