Still no update on the Higgins case and it's difficult to know how it would affect the rankings under the new system. I think they will aim to have the matter sorted before the Shanghai Masters.
Apparently the Players Tour Championship events will count towards the rankings, though it hasn't yet been announced how many points will be on offer. Those events will also have their own order of merit with the top 24 qualifying for the finals later in the season.
I don't think there are any plans to televise the PTC events, with them taking place at the Academy in Sheffield but there may be some coverage online at some point. All other events are likely to be shown by BBC, Eurosport and Sky Sports (who are showing the Shoot-Out).

PTC is just an abbreviation for Players Tour Championship. Six of the PTC events are being played at the Academy in Sheffield, and six are being played in Europe (with at least four in Germany).
The Academy does sound like a super top-secret place but is actually part of the English Institute of Sport in Sheffield. It's hosted the World Championship qualifiers for the last few years but this season is being used for all qualifying matches, rather than Pontins in Prestatyn, plus the PTC events.
The World Snooker Shoot-Out is a new tournament to be shown on Sky, where all the matches will be one frame only. The whole event will be played over one weekend.
The World Open is replacing the Grand Prix and will be shown on BBC this season. It will feature shorter matches and there will be a completely random draw for every round. The tournament is also open to amateurs, with around 20 going forward to the final qualifying round. Darts has the UK Open, which is billed as "The FA Cup of Darts". I think this is Barry Hearn's attempt to do something similar for snooker.
You're right about there being lots of new stuff on the calendar. Players were complaining about a lack of tournaments and Barry Hearn has addressed that with the new additions.

Sky Sports will still be showing Premier League snooker during the season as well.

That'll b the interesting point of all these fixtures is how much will be televised. It wont matter a jot unless the majority of the population can watch.

I would expect everything except the PTC events to be televised. There are plans to show the later PTC events online. BBC will be showing the World Open, UK Championship, Masters and World Championship. I would expect Eurosport to show the other ranking tournaments.
