That's some disparity in rankings for New Zealand! Interested as to why that is - do FIFA give more weight to matches against Pacific island nations or something? FIFA uses a purely Elo-based system for the women, which means things move more slowly (and which is why North Korea are still in the top 10 despite not playing for years). My rankings are based on a two-year time frame and during the last two years, New Zealand have been playing friendlies mostly against strong teams and losing pretty much every time, hence their low position. If they weren't co-hosting and had had to go through a qualifying process, they'd probably be between 50 and 70 on my list.

Only one member of the Philippines squad was actually born there. 18 were born in the US,two in Norway plus one from Canada and one from Australia. Given how well this selection policy worked for Morocco's men at the men's World Cup, I don't think the Philippines will be the worst team at this tournament.

So based on the numbers I posted above, I'm going to go back on what I said earlier and say overall, Bairstow is still the way to go. Foakes is a much better wicket-keeper and is worth a wicket or two per game compared to Bairstow but what Bairstow can do with the bat probably trumps that. And having both of them in the side simply doesn't work if it means sacrificing a bowler as that is likely to cost more runs than a dropped catch.
That said, it is worth saying Bairstow's batting average when he's keeping wicket in a match is much worse than when he isn't.
Last summer England played 3 tests against New Zealand, 1 against India and 3 against South Africa. In the 1st test against NZ, Foakes kept wicket and England went with an attack of Broad, Anderson, Matthew Potts + Stokes, with Matt Parkinson as the spinner. England chased down a target of 277 to win by 5 wickets but Bairstow had a poor game, scoring 1 and 16. In the 2nd test, the line-up was the same except Jack Leach replaced Parkinson. England successfully chased 299 to win with Bairstow scoring 136. The 3rd test saw Jamie Overton replace Anderson. He scored 97 in the 1st innings batting at 8 but only match figures of 2-146 with the ball. Bairstow hit 162 and 71 not out as England blasted their way to victory. Bairstow batted at 5 throughout the series. Then it was the test against India, completing the series from the previous summer. Sam Billings kept wicket and England returned to the bowling line-up from the first 2 NZ tests. Bairstow scored 106 and 114 not out as England overcame a 1st innings deficit of 132 to chase down 378 to win by 7 wickets. Foakes returned for the South Africa series but England lost by an innings in the 1st test, Bairstow scoring 0 and 18. England returned the favour in the 2nd test, where Ollie Robinson replaced Potts. Bairstow scored 49 in England's only innings. England won the final test by 9 wickets, chasing just 130, with Harry Brook making his debut after Bairstow had suffered a broken leg.
The key thing to take from all this is Bairstow and Foakes can play in the same team but that is totally dependent on Ben Stokes being able to bowl. If Stokes is there purely as a batsman, there simply isn't room for both Bairstow and Foakes (unless another batsman is dropped) as they need to make room for Woakes/Tongue/Robinson and England would prefer not to go with Joe Root as the sole spinner option so they need to fit Moeen in as well.

The obvious choice is to replace Robinson with Foakes but running with 3 seamers is risky and would need Stokes to bowl more as a 4th seamer. With his knee, I doubt he can do that. Stokes didn't bowl at all in this match so I think that's a non-starter. Also, I don't think there's any way Jimmy Anderson doesn't play at Old Trafford.

Bairstow has scored 141 runs in this series (average 23.5). He's dropped 5 catches and missed a stumping, costing England a total of 104 runs, so based purely on this series, there's little to choose between Bairstow's batting and Foakes' keeping. However, Bairstow has been getting the nod based on what he's capable of doing with the bat after his sensational performances last summer when he averaged 76.7 and hit 4 centuries. That said, Foakes is a decent batsman himself and averages 32 in tests.
Joe Root's dropped catches have been more costly - a total of 173 runs.
