I don't know how a team getting promoted is supposed to survive. It seems that if they spend money competitively, they'll be breaking rules and will be hit with points deducations. If they don't, they don't stand any chance.
Burnley were comfortably promoted last season and were not good enough to stay up. Rather comfortably beaten by Newcastle yesterday just as they were showing some signs of fight.
I saw a list of wage budgets for the league and it's pretty consistent with where the teams are in the division, with the exceptions of Manchester United and Chelsea, who fall way below their expected positions. Aston Villa are not way above, they are among the highest wage payers this season.

I don't get the hate for Simply Red at all, and Stars is one of their best songs, but I wonder if For Your Babies is the other one you can't stand because that's my favourite of all of theirs and reached #1 in my chart. well that's just the kind of band they are, I have hated it long before I ever used the internet so your chart was not an influence. I think it helps where you are in your life, last thing I wanted at 20 and even 30 was a baby!! When I was at university, the act it was cool to hate, or uncool to like, was Wham!, probably because they were the most popular act at the time, and because they were dance-happy-pop and of course it was much cooler to like the Cure, or even better, a band that didn't make the charts at all.
